Three jurisdictions we recommend most.

Different shapes for different operators. Use the right answer for the actual transaction model — not the one that's loudest in the market.

Bahrain

Middle East

Bahrain runs Gulf fintech under a single supervisor — the CBB — with a written rulebook, a published capital schedule and an English filing process. For crypto and payment operators that want central-bank credibility without the DIFC overhead, it is the route worth modelling.

Section 04 · Decision aid

How to choose a jurisdiction.

Skip the brochure tour. Three questions in this order will narrow the list to two or three candidates worth modeling against banking and capital.

  1. Question 01

    Where will the clients be?

Geography of the user base drives passporting, language of disclosures, and which supervisors take an interest. Filing in a region where you don't transact is rarely worth the substance overhead.

  2. Question 02

What does the money actually do?

Holding e-money? Transmitting? Custodying crypto? Issuing stablecoins? Each lands you in a different licence family — and capital thresholds vary by 10× across them.

  3. Question 03

Can a bank actually settle you?

The strongest licence is useless without correspondent banking. We test banking appetite during scoping — not after authorisation, when fixes are expensive.
