The Central Bank of Belize supervises domestic and international banks, credit unions, other financial institutions, moneylenders, payment providers and payment-system operators. The Financial Services Commission licenses non-bank financial services, securities, funds, registered agents and digital-asset services. The Office of the Supervisor of Insurance and Private Pensions covers insurance and private pension sectors.

Regulatory perimeter
Belize has no general offshore-finance licence. A domestic bank, international bank, payment- service provider, securities entity, mutual fund, financial-service licensee, registered agent, digital-asset service provider, insurer and pension provider each follows a different statute. Central Bank and FSC permissions can be cumulative where a model combines fiat payments, investments and digital assets. Incorporation by the Belize Companies and Corporate Affairs Registry is not financial authorisation, even though the registry sits within FSC's mandate.
The 2025 Digital Asset Services Licensing Regulations are a material current development. They should be read with the Financial Services Commission Act 2023, application forms, licence conditions and AML/CFT requirements. The existence of a digital-asset route does not turn an old international financial-services licence, securities registration or payment licence into DASP authority. Likewise, a PSP licence under the National Payment System Act covers approved fiat payment services, including electronic money where granted, rather than securities dealing or unrestricted virtual-asset custody.

Entry file
The applicant must use the legal form and local nexus prescribed by the controlling Act. Authorities examine beneficial owners, controllers, source of funds, directors, senior officers, competence and financial soundness. The file should explain governance, risk, AML/CFT, sanctions, accounting, audit, cyber, outsourcing, complaints, continuity and records. Payment applicants add settlement, agents, safeguarding and transaction flows. Securities, fund and digital-asset applicants add client assets, custody, valuation, market conduct and technology.
Capital varies by sector and class. Domestic and international banks use distinct prudential requirements; PSPs and operators use the NPS framework; SIA firms and funds use their registration rules; FSCA licensees must maintain adequate resources, solvency and professional indemnity unless exempt; DASP rules add their own calculation; insurers and pensions use OSIPP solvency, reserve or funding requirements. Application process
Separate domestic or international banking, fiat payments, securities, funds, digital assets, insurance, pensions and fiduciary services.
Select the required Belize entity or branch and document owners, controllers, source of funds, responsible people, office and economic substance.
Prepare plan, capital method, governance, AML/CFT, cyber, safeguarding, conduct, audit, recovery, outsourcing and wind-down evidence.
Use Central Bank, LicenSys or OSIPP forms as applicable, pay the official charge and keep application receipt separate from final permission.
Fund resources, appoint accepted people, implement systems and reporting, and verify the final scope and conditions before launch.
Continuing supervision
Ongoing obligations include capital or solvency, audited statements, regulatory returns, AML/CFT and sanctions reporting, customer disclosures, complaints, cybersecurity, incidents, client- asset reconciliation and outsourcing oversight according to the licence. FSC licences are renewed and may carry standard or bespoke conditions. A provider must seek amendment or new status before adding a service outside its certificate.
Acquisitions and changes in qualifying ownership, controllers, directors or principal officers follow the competent authority's prior approval or notification. The regulated entity retains its permission and regulatory history after a share acquisition. Diligence must reconcile the certificate, register, conditions, capital, client assets, audits, complaints, enforcement and open remediation. The Digital Asset Services Licensing Regulations 2025 are newly operational, so application categories, financial resources, transition and returns must be checked again at filing.
